For someone as strong as reading minds as Dia is, while it's active, it makes her impossible to be percieved. Anyone affected by it can't see her, although she's still technically visible to something like a camera.

The problem is that the cloak also causes a backlash against the user's own mind... the longer they keep using it, the more likely they'll lose control of their own abilities.

It's imperative someone find her and use a small device we've designed near her while the cloak is off - it will prevent her from reactivating it.

I don't believe she's left the city yet - she needs to properly board a passenger vessel off the island, because she'd be detected using the cloak.

She's likely hiding in lower city, trying to find some way to get a forged passport so she can travel.
